'Opbouwmissies hebben weinig effect'

Nederlandse wederopbouwmissies in oorlogsgebieden zijn de afgelopen jaren slecht voorbereid en ondoordacht uitgevoerd. Daardoor hadden ze weinig effect.

Dat blijkt uit een onderzoek van de Universiteit Twente (UT). Onderzoeker Henk Sollie ondervroeg zestien marechaussees die meededen aan missies in Bosnië, Irak en Afghanistan. Ze moesten plaatselijke politiekorpsen opbouwen en trainen. Maar in de praktijk liepen hun pogingen vaak stuk op de gebrekkige voorbereiding. Zo bleken de jeeps niet bestand tegen de vervuilde diesel in Irak. Handboeken konden de prullenbak in omdat de plaatselijke bevolking niet kan lezen of schrijven.

Alle ondervraagde marechaussees gaven aan te vrezen dat hun inzet de situatie in het land op de langere termijn niet verandert. Sollie constateert dat de Nederlanders gaandeweg wel leerden tijdens de opbouwmissies, waardoor nu minder fouten worden gemaakt. Toch gaat er volgens hem nog steeds veel mis. Zo ontbreekt nog altijd een duidelijke strategie.
