WHO speelt twijfelachtige rol bij grieppandemie

Op 11 juni 2009 verklaart Margaret Chan, de directeur-generaal van de WHO, de Mexicaanse griep tot pandemie. Dat is de hoogste fase, fase 6. Het is de eerste wereldwijde grieppandemie in 41 jaar. 'Swine flu will be biggest pandemic ever, warns world health chief'. Ook zegt ze: 'Based on past experience, this pandemic will be with us for some months, if not years, to come'. De verklaring van Chan op 11 juni is er een met grote gevolgen.

Het uitroepen van fase zes betekent dat noodprocedures in gang worden gezet. Die omzeilen ingebouwde systemen die waken voor de veiligheid van de volksgezondheid. Het gevolg hiervan staat beschreven in deel zes van deze serie van DeepJournal over de Mexicaanse griep. Conclusie: het vaccin wordt in de praktijk wordt getest. De definitie van wat een wat een pandemie is, is dus van groot belang.

WHO wijzigt definitie pandemie
In haar verklaring op 11 juni zegt Chan dat zij tot haar besluit is gekomen om een pandemie uit te roepen, omdat 'on the basis of available evidence, and these expert assessments of the evidence, the scientific criteria for an influenza pandemic have been met'. Wat ze er niet bij zei, was dat de WHO eerder de criteria voor een pandemie naar beneden had bijgesteld. In mei kopt Reuters in een klein artikel: 'WHO rethinks criteria for Phase 6 pandemic flu'.

Wat blijkt, om te voldoen aan het criterium van een pandemie was het in 2005 nog nodig dat een nieuw influenza subtype de kop opstak. Na mei 2009 is het al voldoende als een influenzavirus muteert ten opzichte van het originele subtype. 'Under the new meaning, a pandemic does not need to cause high numbers of death or illness', schrijft Truthout. 'A month after changing the definition, with just 144 people dead from H1N1, the flu was given the WHO's highest threat classification: a "stage-six pandemic alert." By comparison, the mildest 20th century pandemic killed a million people'.

Epidemioloog Tom Jefferson zegt op de Zweedse televisie: 'What they [WHO] have done, is that they have taken out the part that referred to simultaneous outbreaks, high morbidity - that is a very high number of severe cases - and mortality. So now, this 2009 definition, could very well fit seasonal influenza. So I don't understand what the difference is anymore. The new definition lowers the threshold. It makes [it into] a pandemic now and possibly a pandemic going on for some time'. Tot op de dag van vandaag geldt fase zes. Jefferson zegt verder: 'And it obviously favours those who have to sell products'.

De nieuwe classificering heeft ook gevolgen voor de toekomst, want 'according to the new definition, almost any influenza virus that mutates from the original subtype (a process known as "drift") would qualify as a pandemic strain if it spread readily from human to human'. Door het nieuwe criterium is de term pandemie flink geïnflatteerd. Het is een cosmetische verandering die in de praktijk een groot verschil maakt.

Inkomstenstroom WHO
Bij een invloedrijke organisatie als de WHO is onafhankelijkheid cruciaal. Daarom is het gerechtvaardigd te kijken naar de inkomstenbronnen. Uit een uitgebreid artikel van het weekblad Profil - een soort Oostenrijkse Der Spiegel - wordt duidelijk dat in 1998 het overgrote deel van de inkomsten van de WHO afkomstig was van overheden. Na het aangaan van 'partnerschappen' is in 2004 het meeste geld afkomstig van 'vrijwillige contributies', waaronder vanzelfsprekend de industrie. Die contributies bedragen blijkens het budget van vorig jaar 2,3 miljard euro en dat bedrag is ruim drie maal zo groot als wat de landen van de VN bijdragen. Profil: 'Bij alle besprekingen over de pandemie waren - vanzelfsprekend - ook de vaccinfabrikanten uitgenodigd'.

Grote woorden, kleine cijfers
'Jaarlijks overlijden gemiddeld 200 tot 1000 mensen aan de gevolgen van griep, vooral ouderen', schrijft het Nederlandse RIVM. Het instituut laat al op 24 december 2009 weten dat de Mexicaanse griep voorbij is. In Nederland zijn niet meer dan 51 mensen eraan overleden, waar nog bij komt dat van die groep de meesten al iets onder de leden hadden. Wereldwijd heeft de Mexicaanse griep 14.000 doden geeïst, volgens de WHO. Journalist William Engdahl schrijft dat dat getal waarschijnlijk aan de hoge kant is: 'The WHO, it turns out, lumps its statistics for flu deaths together with those from pneumonia, a completely separate and far more common illness and a far larger cause of death, in a disease classification it calls “Influenza and Pneumonia (J09-J18).”' Epidemioloog Tom Jefferson voegt daar nog de nuance aan toe dat slechts 'approximately 7 percent of influenza-like illness cases are caused by influenza viruses'.

Margaret Chan recentelijk: 'The days when health officials could issue advice, based on the very best medical and scientific data, and expect populations to comply, may be fading'.

WHO plays dubious role in Swine flu pandemic

On June 11, 2009 Margaret Chan, the Director-General of the WHO, declared the Swine Flu a pandemic. The declaration of phase six means that emergency procedures are put into motion which bypass established systems designed to safeguard the public health. The result of this is described in part six of this DeepJournal series on the Swine Flu. Conclusion: the vaccine is being tested while being administered to the public. The definition of what a pandemic is, is therefore of great import.

Government flu advisors not independent

Ab Osterhaus is playing an important role in the affair surrounding the Swine Flu. Through his influence and conflicts of interest, he personifies a system that is now being subjected to investigation from all directions. Soon the investigators will undoubtedly stumble upon SAGE, the strategic advisory group of vaccine and immunity experts for the World Health Organization, or WHO. Osterhaus turns up here as well - he is an expert with SAGE.

Influence of industry on 'fake pandemic' investigated

Also beyond The Netherlands the question is being raised over whether the large-scale acquisition of vaccines made sense. The Council of Europe began an investigation into this question last Tuesday. 'A number of members of the Council of Europe have expressed exceptionally harsh criticism of the World Health Organization and are asking themselves out loud whether drug manufacturers had too much influence in this decision'.
